The government approved an increase of two per cent in the dearness allowance (DA) for the central government employees. The hike will be effective from July 1, 2018. 

"The Union Cabinet, chaired by the Chief Minister has approved to release an additional instalment of Dearness Allowance (DA) to Gujarat Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise," an official government press release stated. 

Earlier, the employees were given a dearness allowance of 5 per cent which has now been hiked to 7 per cent. In March, the Union Cabinet had increased dearness allowance from 7 per cent to 9 per cent. 

The DA is a cost of living adjustment allowance paid to government employees and pensioners. It is a component of salary, and is counted as a fixed percentage of the person's basic salary. It is adjusted according to the inflationary trends to lessen the impact of inflation on government employees. 

This year in March, the Cabinet increased DA from 7 per cent to 9 per cent - a move that benefited about 48.41 lakh central government employees and 61.17 lakh pensioners. The increase was in accordance with the recommendations of the 7th Central Pay Commission.

New Delhi: The Central Government has changed the 26-year-old rules attached to the major relief to government employees and the mutual fund attached to it. Government employees have increased the limit of disclosure of share details and investment details in mutual funds. This limit has been increased to the basic salary of the employee for six months. So now government employees can invest up to six months' worth of basic salary and mutual funds.

All the departments have been informed about this by the Ministry of Personnel. This decision by the government has changed the rules of the monetary limit for almost 26 years.

According to the previous rule, Group A and Group B officials had to give details of transactions greater than Rs. 50,000 in one calendar year in the shares, securities, debentures or mutual fund schemes. When this limit for Group C and D employees was 25,000 rupees.

However, according to the new rule, the employee will have to give details of his investment only if the investment in one year is more than his six-month basic salary. According to officials, after the implementation of the recommendations of the Seventh Pay Commission, the salaries of government employees have increased. Keeping this in mind, this limit has been increased.

The government has decided to seek details of employees so that the administrative officer can monitor the transactions. According to the rules, any government employee can not make speculative activities in any stock or other investment. If an employee is selling frequently buying shares, securities and other investments, it will also be considered a speculative activity. Sometimes the investment made by a broker or other authorized person is allowed.

The Gujarat Secondary and Higher Secondary Education Board (GSHSEB) has decided to make tougher the SSC multiple choice question (MCQ) paper. Say it interesting or untoward, but the board thinks its teachers are not up to the mark to do the job of setting tougher questions, and henceforth, has decided to outsource the work from some independent agencies.

The board’s officer on special duty (OSD), M M Pathan, revealed that an agency would be hired to devise a bank of tough MCQs that would aim at testing the students’ understanding about the subject. He further disclosed that last year around 5% questions in the MCQ paper of 50 marks were intentionally asked of a higher standard in order to scale up the knowledge level of board students. Following that, this year the number of tough questions would be bigger.

People always wonder how and when they shoud write an assigned paper for one of their classes. Personally I think the best papers are the ones that are written the night before they are due. 

In high school, students are required to write several papers throughout the year, and eventually you will learn how both you and your teacher operate when it comes to papers. By this I mean, if you know your teacher will give you an "A" for a 3 page paper full of quotes, or a teacher who will write you rough draft for you, then you have learned how they "operate". After you know how your teacher operates, then it's time to figure out how you operate. Some people write their best papers on the night they are assigned, so that way they have plenty of time to revise them. Then there are those who write half of their paper a week in advance and write the other half a few days prior to the due date. But personally I believe my best papers are the ones I write the night before they are due. And in some cases the moring they are due.

The next time you are in your english class and your teacher tells you have a have a paper due on the novel you've just read, don't sweat it. Most teachers won't give you any other homework for the next week or so, in order to give you plenty of time to work on your paper, but my advice is 'don't use that time to work on your paper'. Relax, and work on the homework you have that's due the following day. Remember, you have a week to do the paper for a reason.

National Achievement Survey Type GAS
The National Achievement Survey (NAS) Type [GAS] was conducted throughout the country on November 13, 2017 for Classes 3, 5 and 8 in government and government aided schools. The survey tools used multiple test booklets with 45 questions in Classes III and V and 60 questions in Class VIII in Mathematics, Language, Environmental Sciences, Sciences and Social Sciences. The competency based test questions developed reflected the Learning Outcomes which were recently incorporated in the Central Rules for RTE Act by the Government of India. HOW TO CALCULATE GRATUITY: INTERESTRING CALCULATION

Gratuity is a benefit received by an employee for services rendered to an organisation. For companies covered under the Gratuity Act, this benefit is paid when an employee completes five or more years of service with the employer. An employee gets gratuity when he/she resigns, retires or is laid off.

In case of death or disablement there is no minimum eligibility period.

How Gratuity is Calculated

The gratuity amount depends upon the tenure of service and last drawn salary. It is calculated according to this formula: Last drawn salary (basic salary plus dearness allowance) X number of completed years of service X 15/26.

According to this formula, the time period of over six months or more is considered as one year.

This means if you have completed five years and seven months of service, the number of years would be considered as six years for calculation of gratuity benefit.

On the other hand, if the service period is five years and five months, for gratuity calculation it will be considered five years.

An employer can however give higher gratuity than the amount under the prescribed formula.

Maximum Amount

For government employees, Rs. 20 lakh is the maximum amount that can be paid as gratuity. The Seventh Pay Commission had recommended increase in the gratuity ceiling to Rs. 20 lakh from the earlier level of Rs. 10 lakh.

Income Tax Treatment of Gratuity

For government employees, entire amount of gratuity received on retirement or death is currently exempted from income tax.

In case of non-government employees, income tax rules on gratuity are applicable depending on whether employees are covered under the Payment of Gratuity Act, 1972 or not.

For non-government employees covered under the Gratuity Act, the income tax exemption on any gratuity received is least of the following:

Maximum amount specified by the government which is currently Rs. 10 lakh

Last drawn salary X 15/26 X years of service

Actual gratuity received

For example, the last drawn salary (basic plus DA) of Mr Ashish, for example, is Rs. 60,000 (per month) and he has worked for 25 years. The gratuity according to the formula is Rs. 8.65 lakh but suppose he has actually received gratuity of Rs. 12 lakh.

So for income tax calculation, Rs. 8.65 lakh will be considered for exemption. So Mr Ashish will pay tax on Rs. 3.35 lakh (Rs. 12 lakh - 8.65 lakh).

It is very good news for all central government employees covered by NPS (New Pension Scheme / National Pension System). The Govt has finally decided to grant retirement gratuity and Death Gratuity to NPS covered employees at par with central government employees who are entitled to Pension under Central Civil Service (Pension) Rule,1972.

Subject : Extension of benefits of ‘Retirement Gratuity and Death Gratuity’ to the Central Government employees covered by new Defined Contribution Pension System (National Pension System) – regarding.

The undersigned is directed to say that the pension of the Government servants appointed on or after 1.1.2004 is regulated by the new Defined Contribution Pension System (known as National Pension System), notified by the Ministry of Finance (Department of Economic Affairs) vide their O.M No. 5/7/2003-ECB & PR dated 22.12.2003. Orders were issued for payment of gratuity on provisional basis in respect of employees covered under National Pension System on their retirement from Government service on invalidation or death in service, vide this Department’s OM No. 38/41/2006-P&PW(A) dated 5.5.2009.

2. The issue of grant of gratuity in respect of government employees covered by the National Pension System has been under consideration of the Government. It has been decided that the government employees covered by National Pension System shall be eligible for benefit of ‘Retirement gratuity and Death gratuity’ on the same terms and conditions, as are applicable to employees covered by Central Civil Service (Pension) Rule,1972.

3. These orders issue with the concurrence of Ministry of Finance, Department of Expenditure, vide their ID. Note No. 1(4)/EV/2006-II dated 29.07.2016.
